Connecticut: HB 5054

The Connecticut legislature is considering HB 5054, a bill to establish a Prescription Drug Affordability Board, and legislators need to hear from you!

The Real Estate and Insurance Committee is scheduled to hear this bill on Tuesday, February 27 at 9AM.

This legislation:

  • Creates a board of five members appointed by the Governors.  Board members must hold advanced degrees.
  • Authorizes the board to make value and cost-effectiveness assessments for a broad range of treatments.  It allows the Board to use other states’ assessment data in their consideration, despite current concerns about survey and data collection processes in other states.
  • Directs the Board to make recommendations to the Office of Health Strategies after considering cost-containment strategies implemented by other states and Medicare’s maximum fair price.
  • Does not require input from patients or health care providers.
  • Does not provide detail on how the Office of Health Strategies will consider and implement Board recommendations.

Action Alert

We urge stakeholders to submit written testimony directly to members of the Joint Committee, urging them to consider value as defined by patients and providers on the front lines of health care.  Stakeholders can also register to testify.  Those wishing to testify must register by 3PM on Monday, February 26.  The registration form can be found here.
